Report and Recommendations
NORTHEAST MULTISTATE ACTIVITIES COMMITTEE MEETING
Via Teleconference
July 6, 2006
Chair, Bill Vinson (WV)
Members: Keith Cooper (NJ), Michael Vayda (VT)
Action: Recommends approval with the committee's suggestion that the accomplishments and impacts from the previous NEREAP3 project be incorporated in the proposal.
Action: MAC members felt that this is a critical project and would help scientists glean what the future of the rural community will look like. MAC recommends approval with the stipulation that the full proposal will have objectives, impacts and research plan that are well defined, and with specific end products identified. The committee strongly suggests that the proposal build into the established and reputable social science groups already in place in the Northeast such as New Jersey, Maryland and Rhode Island.
Action: The committee noted the recommendation of the Advisor to consider transforming the group into a coordinating committee if they plan to submit a revision or a new proposal.
Action: For the survey to be meaningful, MAC felt it is important that all the NERA member-stations participate. At least one representative from each station be identified to complete the survey. This will be discussed more in detail at the NERA meeting.
Action: Recommends accepting all the changes proposed for better reporting of projects' linkages with the stakeholders and others.
Action: NERA will be requested to put together a working group to look into the reporting requirements from our federal partner to come up with a single entry form that the stations can use to collect their own reports and at the same time satisfy federal reporting requirements. The objective is to avoid duplicating data entry. This suggestion came up from discussions on why the reporting period was changed to the anniversary of the grant, which has resulted into having two deadlines: the institution deadline and the CSREES deadline which can fall on any date within the calendar year. The solution suggested is to follow the institution deadline and just use that report to feed into the CRIS system.
There will be a discussion at the NERA meeting of the NIMSS proposal to increase funding support for FY2007-2008 to $50,000 to cover the programmer's salary. Benefits and other NIMSS' incidentals are being covered by NERA.
Action: The NERA members need to discuss how they want the savings from the reduction of off-the-top funds be utilized. What are possible NRSP project topics that you want funded? What criteria should an NRSP meet?
Names were put forward and will be voted on at the NERA business meeting under the Nominations Committee Report. Some of the assignments are still to be confirmed with the directors concerned.
