 NORTHEAST MULTISTATE ACTIVITIES COMMITTEE MEETING

Via Teleconference

July 6, 2006
9:00-10:00 a.m.

Chair, Bill Vinson (WV)

Members: Keith Cooper (NJ), Michael Vayda (VT)

  1. Request to approve the proposal, NE_TEMP1201: The Northeast Research, Extension, and Academic Program Committee for Integrated Pest Management [NEREAP-IPM], to replace NEREAP3, 10-2006 to 2011. Submitted by Elaine Depew/Michael Hoffmann (NYC).

Action: Recommends approval with the committee's suggestion that the accomplishments and impacts from the previous NEREAP3 project be incorporated in the proposal.

  2. Request to approve the Request to Write a Proposal entitled, "Rural Change and Policies that Effect Rural Change” 10-2007 to 2012, to replace NE1011. Submitted by Daniel Rossi (NJ).

Action: MAC members felt that this is a critical project and would help scientists glean what the future of the rural community will look like. MAC recommends approval with the stipulation that the full proposal will have objectives, impacts and research plan that are well defined, and with specific end products identified. The committee strongly suggests that the proposal build into the established and reputable social science groups already in place in the Northeast such as New Jersey, Maryland and Rhode Island.

  3. Review of Mid-Term Reports and Recommendations:

Action: The committee noted the recommendation of the Advisor to consider transforming the group into a coordinating committee if they plan to submit a revision or a new proposal.

  4. NERA Multi-State Portfolio Analysis - Discussion of survey

Action: For the survey to be meaningful, MAC felt it is important that all the NERA member-stations participate. At least one representative from each station be identified to complete the survey. This will be discussed more in detail at the NERA meeting.

  5. Proposed Changes to MRF Forms to Outline Linkages

Action: Recommends accepting all the changes proposed for better reporting of projects' linkages with the stakeholders and others.

  6. NRSP-1 and NIMSS Update - Michael Vayda and Tom Fretz
NRSP-1 Technical Committee Meeting Minutes, June 2, 2006
    NIMSS Proposal

Action: NERA will be requested to put together a working group to look into the reporting requirements from our federal partner to come up with a single entry form that the stations can use to collect their own reports and at the same time satisfy federal reporting requirements. The objective is to avoid duplicating data entry. This suggestion came up from discussions on why the reporting period was changed to the anniversary of the grant, which has resulted into having two deadlines: the institution deadline and the CSREES deadline which can fall on any date within the calendar year. The solution suggested is to follow the institution deadline and just use that report to feed into the CRIS system.

There will be a discussion at the NERA meeting of the NIMSS proposal to increase funding support for FY2007-2008 to $50,000 to cover the programmer's salary. Benefits and other NIMSS' incidentals are being covered by NERA.

  7. NRSP Review Committee Report
NERA Vs. NRSP Review Committee Recommendations for Off-the-top Funding Requests for FY2007
Summary of Recommendations for NRSP Off-the-top Funding Requests for FY2007
Draft Minutes of NRSP Review Committee Meeting held on May 26, 2006

Action: The NERA members need to discuss how they want the savings from the reduction of off-the-top funds be utilized. What are possible NRSP project topics that you want funded? What criteria should an NRSP meet?

  8. New assignments to replace Keith Cooper, Steve Reiling and Bruce Wiersma:

Names were put forward and will be voted on at the NERA business meeting under the Nominations Committee Report. Some of the assignments are still to be confirmed with the directors concerned.
