Request to approve the re-submission of the proposal, NE_temp961, "Whole Farm Dairy and Beef Systems to Protect Environmental Quality (from NE132)". 10-2005 to 2010.

Note: MAC's action at the 2004 summer meeting on this proposal was: "Defer action. MAC recommends a major revision of the
proposal to demonstrate interdependence, expand participation, strengthen the outreach plan and
describe in detail how this will be accomplished, and explain the integrative process in analyzing validity of the models."
The technical committee had re-written the proposal and revised their response to the peer reviewers' comments.
Action: The technical committee did a good job in rewriting the proposal incorporating most of MAC's previous comments. However, MAC recommends returning the proposal for further clarification. The proposal needs a well-defined outreach plan, clear demonstration of
interdependency and MAC strongly recommends that an economist participant is identified.

Request to approve the re-submission of the proposal, NE_temp1021, "Improving sweet corn: genetics and management (from NE124)". 10-2005 to 2010.

Note: MAC's action at the March 2004 meeting on NE124's request to write a proposal was: "Denied request. MAC recommends that the committee explores converting this into a
coordinating committee instead. The committee may resubmit the request if they can demonstrate interdependency that cannot be done as a coordinating committee."
The technical committee agreed with MAC's recommendation and herewith submitted a proposal for a coordinating committee.
Action: Recommends approval.

- Request to Write a Proposal: "Calibration of Soil and Tissue Tests to Determine Optimum Fertility for Lawn Turf Responses. October 2005 to Sept. 2010
Action: Recommends approval to write the proposal for "Biology, Ecology and Management of Emerging Pests of Annual Blugrass on Golf Courses". MAC felt that the other two proposals, based on the existing Appendix E for NE187, may not have a large enough
participation to continue on as multistate projects. MAC is not opposed to the other two forming coordinating committees or joining existing projects in other regions or the Northeast, e.g. NEC1007-Soil Testing.
- Request for a one-year extension to Sept. 30, 2006 of NE1000, "Improved Weed Control Through Residue Management and Crop Rotation." This project expires on Sept. 30, 2005. Submitted by J. Scott Angle (MD).
Action: Recommends approval.

Request to approve the proposal, NRSP_temp006 (NRSP6), "Inter-Regional Potato Introduction Project: Acquisition, classification, preservation, evaluation and distribution of potato (Solanum) germplasm". 10-2005 to 2010.
Action: Recommends approval with the stipulation that there is an annual 12% reduction in the off-the-top funding for the next five years. MAC had intensive discussion on who should support projects like this. T. Fretz will share the report of the
ESCOP Task Force on Germplasm at the meeting. In his report, ARS funds 80% of all the germplasm projects and our minimal contribution allows the system to have a 'say', as well as unlimited access to germplasm for our scientists.

Action: Recommends approval.
- Proposal to dissolve NEREAP3 - The Northeast Regional Center for IPM and recommend to create a NERA liaison to the NE-IPM Center - Tom Fretz
Action: Recommends dissolution of NEREAP3, and instead assign a liaison to the Northeast IPM Center.
- Review of ESCOP actions on NRSPs last Fall. Discussion on the procedure for reviewing and approving NRSP proposals and budget requests. - Keith Cooper and Tom Fretz
Action: MAC's recommendation is for Tom Fretz and Keith Cooper to get together and review the charge to the NRSP Review Committee and the ESCOP Rules of Operation. The committee found it strange that
there can be no more modifications to the recommended budgets on the floor at the ESS Meeting last Sept. 2004. They will identify the issues, determine where the problems are and the make recommendations on how to
revise or improve the procedure.
- Analysis of Northeast Multistate Project Objectives - Tom Fretz
T. Fretz analyzed the old and new objectives of five projects. MAC agreed with his recommendation that "MAC should insist at the time projects request
permission to revise, that new objectives be developed and submitted. In addition, projects should be encouraged to provide some objective analysis of prior objective statements, going back as far as possible
to determine if project direction is changing and keeping up with the latest trends in science, along with insuring that any revision will meet the multistate
research needs of the region."
