NE-124, "Genetic Manipulation of Sweet Corn Quality and Stress Resistance."
Request to approve the revision, October 1, 1999 to September 30, 2004.
Submitted by W. R. Coffman. Recommend approval with the stipulation that
Procedures be refined to match the objectives, add Expected Outcomes and
that a CRIS search be done. The revised proposal will be submitted to RRC
for final approval as soon as possible, but not later than August 1.

NE-127, "Biophysical Models for Poultry Production Systems." Request to
approve the revision, October 1, 1999 to September 30, 2004. Submitted
by W. Saylor. Recommend approval.

NE-169 (new number to be assigned), "Best Management Practices for Turf
Systems in the Northeast." Request to approve the revision, October 1,
1999 to September 30, 2004. Submitted by P. Backman. Recommend approval
with stipulation that the Justification be revised and the title be changed
to reflect that the project covers the entire Eastern region. There are
also typographical errors that need to be corrected.

NE-183, "Multidisciplinary Evaluation of Apple Cultivars." Request to approve
the revision, October 1, 1999 to September 30, 2004. Submitted by R. Seem.
Recommend approval.

Northeast Wildlife Damage Management Research Cooperative (WDM Coop). Request
to write project outline, October 1, 1999 to September 30, 2004. Submitted
by D. Decker. Recommend approval with stipulation to expand the focus to
cover urban and sub-urban wildlife damage problems and predatory animals.

Request for off-the-top funding for FY 99-00:

NE-009, "Conservation and Utilization of Genetic Resources."
Recommend approval of off-the-top funding of $145,000.

NE-059, "Multistate Research Coordination, Northeastern Region." Request
for off-the-top funding for the Northeast Center for Rural Development.
Recommend off-the-top funding for FY-2000 in the same level as FY-1999
with no increase. Future request should justify proposed increase and also
show the entire NERCRD budget including those from other sources.

NE-127, "Biophysical Models for Poultry Production." Request to fund web-based
second edition of "Biomeasurements and Experimental Techniques for Avian
Species."
Recommend approval of off-the-top funding of $3,500 requested for the
publication.
For all the NRSPs, the RRC will defer decision until after appropriations
are approved by Congress. Based on appropriations, RRC will recommend off-the-top
funding levels to NERA for e-mail approval in early September for the following
NRSPs:

NRSP-4, "A National Agricultural Program to Clear Pest Control Agents for
Minor Uses."

Recommend approval of the following appointments as administrative advisors
